Parks and clean living will bring in talent, say expats

MORE parks instead of shopping malls will help draw more global talent to Greater Kuala Lumpur.
This is the verdict of expatriates interviewed by the New Straits Times.
Ritz-Carlton Hotel Kuala Lumpur general manager Stephen A. Cokkinias said an education system on a par with global education would attract professionals with families to migrate here.
He commended the existing road networks but called for a wider rapid train system from KL to the surrounding nine local authorities that made up Greater KL.
"There is no need for more shopping malls. More parks are needed as well as residential areas with clean air.
"Even recycling must be promoted as a foreigner choosing to stay here wants to know that the city they live in will stay healthy for years to come."
My Second Home Leisure chief consultant Michele Kok said her clients loved to buy properties near parks or green belts.
"They like areas with security like the condominiums in Mont Kiara."
Kok works for one of the companies serving participants of the Malaysia My Second Home (MM2H) initiative by the Tourism Ministry.
Kok suggested that for Greater KL to work, there should be a dedicated government agency such as MM2H to address the needs of the expatriates.
"Under MM2H, we act as agents to help foreigners in their dealings with government agencies, as sometimes there is a language barrier resulting in miscommunication which may turn them off," she said.
One of Kok's clients, Korean You Yang Hee, 57, said the main reason that attracted her to buy property at Mont Kiara was security.
"I could have chosen to go to Jakarta, Manila or Bangkok, but I chose KL because it is safer. Also, it is cheaper to play golf here, which is my passion. The cost of living is also cheaper."
However, You, who drives, finds it hard to find her way outside of KL because of ill-placed road signs not written in English.
"Also I find roads in KL and its surrounding areas to be dirty."
She added that the broadband connection here was slow and unreliable.
Ian Hal, an architect, said KL could be a very frustrating city.
"KL is a low-density area with townships sprawled across it and wasted undeveloped ground lying in between. There are vibrant places like Damansara Utama and Taman Tun Dr Ismail that have nice cafes and shops.
"But because it is spread apart, people have to rely on cars to travel to these places."
Hal, who uses public transport to travel, said bus stops at non-strategic locations made his life miserable. But Hal, who has travelled to other Asian countries, commended the country's tolerance and hospitality to foreigners.
Greater KL, a 10-year plan to transform the region into the best place to live, includes 10 local authorities which are about 279,327ha in size. They are Kuala Lumpur, Putrajaya, Selayang, Ampang Jaya, Petaling Jaya, Subang Jaya, Shah Alam, Klang, Kajang and Sepang.
Federal Territories and Urban Wellbeing Minister Datuk Raja Nong Chik Raja Zainal Abidin had recently said Greater KL was targeted to be in the top 20 list in world economic growth and most liveable metropolis by 2020.

KUALA LUMPUR: Penunggang dan pembonceng motosikal kekal menduduki angka korban tertinggi kemalangan maut jalan raya dengan 60 peratus daripada 6,218 kematian yang dicatat pada tahun lalu terdiri daripada golongan berkenaan.
Mereka menjadi golongan berisiko tinggi terbabit dalam kemalangan, kebanyakannya maut disebabkan kecederaan parah di kepala.
Menteri Pengangkutan, Datuk Seri Kong Cho Ha, berkata pengguna perlu mengubah sikap mematuhi undang-undang dan mengamalkan sifat berhemah ketika di jalan raya bagi menurunkan statistik kemalangan dan kematian.
Katanya, hasil kajian Institut Penyelidikan Keselamatan Jalan Raya Malaysia (Miros), kematian atau kecederaan akibat kemalangan berpunca daripada tiga faktor iaitu manusia, keadaan jalan dan kenderaan.
“Manusia menjadi faktor utama kemalangan iaitu sebanyak 67 peratus, sehubungan itu, pengguna jalan raya perlu lebih bertanggungjawab dengan mengambil kira keselamatan pengguna lain. Justeru, menjelang musim perayaan Aidilfitri dan sambutan kemerdekaan, semua pengguna diminta mengamalkan budaya berhemah.
“Bagi penunggang dan pembonceng motosikal, mereka bukan saja perlu menentukan kenderaan dalam keadaan baik, malah memastikan topi keledar yang digunakan menepati piawaian ditetapkan Sirim Berhad (Sirim) dan diikat kemas,” katanya pada sidang media selepas merasmikan Kempen Keselamatan Balik Kampung Yamaha ke-12, di sini, semalam.
Menurutnya, semua agensi penguatkuasaan turut mendapat kerjasama pertubuhan bukan kerajaan (NGO) sepanjang musim perayaan dalam Ops Sikap yang akan dilaksana bermula 3 September dan berakhir 17 September ini bagi memastikan pengguna mematuhi peraturan jalan raya.
Katanya, pelbagai usaha dijalankan kerajaan bagi mengurangkan kes kemalangan dan kematian biarpun statistik kemalangan jalan raya dari 2004 hingga 2009 mencatatkan penurunan kes sebanyak 46 peratus iaitu daripada 46,531 kepada 25,268 kes pada 2009.
Indeks kematian bagi setiap 10,000 kenderaan berdaftar menurun daripada 4.51 kepada 3.55 peratus bagi tempoh sama.
Kempen yang bermula semalam memberi peluang kepada penunggang motosikal mendapatkan khidmat pemeriksaan motosikal percuma di lima lokasi utama seluruh negara.

KUALA LUMPUR: Two Express Rail Link (ERL) trains collided at KL Sentral station on Sunday night, leaving three passengers injured.
All three victims received outpatient treatment at a hospital. This is the first reported accident involving ERL trains since it began service 12 years ago.
One of the trains was about to depart at 9.45pm for Kuala Lumpur International Airport when another train, which was empty, rammed into its rear.
ERL Sdn Bhd chief executive officer Noormah Mohd Noor said the rest of the passengers were put on another train.
Noormah added that an investigation was being carried out.

JAKARTA: Indonesia melancarkan koc kereta api khusus untuk wanita, semalam, bagi mengekang kejadian mencabul kehormatan dalam sistem pengangkutan awam negara itu.
Koc itu yang dihiasi kerusi berwarna merah jambu itu, ketika ini hanya disediakan bagi laluan Jakarta ke Bogor dan diletakkan di depan dan belakang gerabak biasa.
Pegawai syarikat mengendalikan perkhidmatan itu, Makmur Syaheran, berkata mereka mahu meningkatkan kualiti perkhidmatan serta melindungi wanita.
“Kami mahu penumpang wanita berasa lebih selamat,” katanya.
Walaupun begitu, kata Makmur, tidak semua wanita dimestikan menaiki koc khas berkenaan.
“Jika mahu menaiki koc biasa, mereka boleh melakukannya tanpa masalah.
“Kami cuma mahu mengekang insiden keganasan seksual dalam pengangkutan awam dan semua pihak perlu memainkan peranan untuk menjayakannya,” katanya. - AFP

Namun, katanya, inisiatif penubuhan institusi terbabit memerlukan persetujuan sekurang-kurangnya lima negara anggota Pertubuhan Persidangan Islam (OIC) sebelum akhir tahun ini.
“Cadangan penubuhan ini dapat membantu negara miskin di seluruh dunia. Sejarahnya dilihat ketika Malaysia menerajui OIC yang pada masa itu dipengerusikan oleh Tun Abdullah Ahmad Badawi mencadangkannya,” katanya.
